I think the most obvious political opportunity for an opponent would be the tornado response but I think 2029 is still far and Spencer has a lot of opportunity to change public opinion. According to SLNPR the State demolitions will start in April/May, roughly 1,000 private structures will be gone by end of Summer. I think Spencer is careful with voicing blame to the federal government to avoid risk of retaliation from FEMA or Missouri but that will change by 2028, especially if Dems do well in November. The vast majority of the tornado response sits with the dismantling of FEMA by Donald Trump and Elon Musk. Missouri Dems in 2028 will be better served in North St. Louis and North St. Louis County by holding the republican administration (Senator Schmitt) accountable versus trying to sink Cara Spencer.
