GRG’s New York designers looked into it as a part of Brickline (Chouteau) Greenway planning. They just wanted a managed and welcoming park space and were given a very confident “over my dead body”by neighbors.

As Framer said, it's probably still zoned single family, and it probably won't be built on anytime soon as it was intended to be an olive branch to the neighborhood in the first place. 

As for the surrounding zoning being wasteful of major transit infrastructure, that's a great point. The 10,000s of sq.ft. of engineering office/lab/classroom space, expanded art museum, expanded fine arts facilities, new visitors' center, new school of social work, etc... on the southwest corner helps assuage that a bit - it almost seems the intersection is managing to densify in spite of the zoning restrictions - but still unfortunate to require low density around a transit investment like that. Especially going forward, as the Wash. U. East End project wraps up and the opportunities for additional development are more off-campus than on.

but that was a long time ago, no? and there are, what, 2 properties at most that abut the one in question? who is "the neighborhood"? is there an organization? is it just the owners of the adjacent properties that oppose it?

all these private streets are a serious detriment to growth and vitality along Skinker and Delmar. it's insane and infuriating, for example, that there are locked gates all along the south side of Delmar in the loop to prevent anyone from even WALKING through the adjacent neighborhood. classism at its finest.

Zoning isn't the problem. If zoning were followed the Everly would be limited to three stories. As would the Moonrise. And Green, Brauer, and McKelvey Halls wouldn't exist.
The impediment is the political capital that would have to be spent.

Skinker had the fastest growing ridership of any Metrolink station from 2011-2018. 

It would take a lot to persuade many of the residents of the Catlin Tract and Parkview to embrace greater density, and to a lesser extent Skinker-DeBaliviere which already has many multifamily buildings, but maybe things are moving in the right direction as the East End transformation continues to generate increased foot traffic and ridership.

FYI. The Caitlin tract was one of the locations we proposed to install the Olympic Rings. It seemed like a good use as Wash U. vowed they would never construct a building or classrooms on it. We though it would be a good use of the green space—low-impact footprint, highly visible, connecting the MetroLink station to the campus and Forest Park (site of Olympic swimming and diving events) Even then, a ‘CityGarden-lite’ public space was too ambitious for the area and it was decided to move the Rings over to Francis Field. In other words, my feeling is the tract will remain as it is for time being (and beyond.)

I see no reason why they need to shut down one lane of southbound Skinker for this. It's been weeks now.
