What a beautiful architectural structure.  If nothing else, convert it to condos.  If they can do it for public school buildings, surely they 
can do it for this structure.

The building isn't actually dangerous. It's just that the attorney dude from across the street that owns it has been sitting on it and doing nothing after buying it and making grand statements about what he planned to do with it. This is pretty much Webster Groves microaggressively saying to him, "we've waited long enough d*ck. Get moving or get lost". In rough translation. 

I am actually calling their bluff on it being demolished... it's way over the top and designed to push the guy to move... but definitely a bluff of a statement.

It is a city leverage move - I highly doubt they would actually start demo
