It would also seem to weirdly allow for tax credits in a non-Kansas City portion of any of those four counties, just not within city limits? Bizarre.
The bill is being called the "Missouri Historic, Rural Revitalization, and Regulatory Streamlining Act" but it seems weird to define "rural" as "NOT Kansas City or St. Louis city limits".
Another note: how did the Business Journal get this so wrong? Their initial headline was something like, "Another big win for downtown St. Louis," which must have pained them to type in the first place.
The language basically says it's applicable to everyone except Kansas City and St. Louis lmao.

NOW, let's get some of that paint to cover tags & graffiti on the train bridges entering St. Louis, on road signs & highway walls, decayed buildings. It wouldn't hurt to take this plan and do this to abandoned buildings along I-70 from downtown to the north. MANY visitors pass through & use I-70 to traverse our region. It would be nice to make it look presentable. I hear comments all of the time from visitors commenting on the obvious blight along I-70 & at some points on 44 into Downtown.

As for these "Homeless" people screaming downtown are "scary"... has anyone actually driven along Lindbergh in South County - from Lemay to Ronnie's Plaza? Every corner there are at least 3 to 4 homeless people - in wheelchairs and on foot constantly asking for money. Seriously, homelessness is mental illness in most cases (or the cause of) and this is *not* unique to downtown. Suburbanites are "fine" with it in their neighborhood, but the minute they see it downtown they relate it to "crime" and "scary". Our local media perpetuates this rhetoric and keeps people from coming downtown and it needs to be stopped. I have never lived in a city that the media creates this type of scare tactics.

The market will include produce, wine and spirits, snacks, locally-sourced goods, a small hardware section, and a small pet section. There will also he an on-site kitchen that will serve hand-tossed pizzas.
The speakeasy will be open to the public on Friday and Saturday evenings, with members-only events on Thursdays. There will be private events as well.
In total, there will be 4-5 employees with store hours from 10 AM to 9 PM, with extended hours on Fridays and Saturdays. The market is about 2,100 square feet and the speakeasy is about 1,000 square feet.
The build out cost about $60,000, with financing coming from downtown retail grants from Greater STL and tenant improvement dollars from Oliver Properties.

Those vacant floors might be a good contender for conversion into residential under the new incentive program. With the angle the building sits at, you can have some interesting views.
