I really don't get why all but one of the democrats on the County Council are choosing cuts cuts cuts with the republicans on the council.

Because the St. Louis County democrats are not liberals. They’re centrists.

I would also not run for reelection if conditions were bleak. Probably a good call from Sam Page.

Maybe they have polling on how a tax increase would do on a ballot.

A City/County merger would certainly help reduce some of the spending redundancies and general inefficiency. 
It 'should' but thanks to union involvement in its original design, it didn't. Merging only the fire departments would have come with a multi hundred millions of dollar upfront cost and increased annual costs after that due to the hiring of 1000 additional firefighters.  edit: sorry for commenting on an older post but I just saw this thread.

Part of that was to achieve less than 4 min response time to everywhere in the county. Another lesson in the high cost of spreading everything out.
