Can understand the idea of improving upon what is essentially a concrete ditch.  However, once upon a time lived a few good years nearby and put in a lot of miles running along the RDP trail.  I think the city would better served if somehow, someway the river could be restored from the Big Muddy up to or at least partly into Forest Park.  The area strength is its connections to obviously the Mississippi and Missouri but also all the rivers, creeks and even backwaters the region has and once had..   

I also see it as an opportunity to remove and relocate some tax generating properties onto other available parcels & returning the property along the greenways to a more natural  beneficial state.  Yes, it would be big up front cost but a low maintenance solution over the long run to deal with land rich less dense city.  Or another way to put it, returning some density to parts of the city by embracing the fact that you will embrace minimal density along expanded greenways..   The city doesn't have mountains or oceans to sell itself but there is lot of quality life that can be offered when parts of the region retains & restore its natural features.
