I had assumed they were going to glass this all in for grocery space, with floor-to-ceiling windows and lots of produce and bakery counters visible from the street. Alternatively, it would have made a great, covered outdoor seating area for an in-store cafe, or for lunch customers of the grocery store.
Either would have been a really nice feature on the Forest Park Ave. streetscape, and would have made that intersection a much more inviting 'entrance' to the Foundry. But I guess the scene will be truck grills, lifts and pallets instead.

I'm not exactly sure what the 18 Rails business model is, but it sounds like it is primarily an event space. So, assuming that has it's own entrance, that wouldn't necessarily need the rest of the Foundry open either. But it's also probably not going to generate much weekday activity along Foundry Way.

Edit: looking at a story, Deli Star will take 16,500sf of space. So there is another space available in the building in question, but it's not 30,000sf. 13,500sf seems more likely if each floor plate is 30,000sf.

City Foundry teaming up with Jamo Presents for socially distanced lives music...
Jamo Presents previously had a live music venue in Downtown South of 64 called "The Lot". It seemed to be popular throughout last fall.

Unfortunately, I don't see any sign of a construction permit application for any of Fassler Hall's tenant improvements on the Foundry permit list. So, it seems that's been mothballed like Alamo and Punch Bowl.
