Recently, Amrit Gill and a group of 7 guys has been up on the roof and inside the building. I have a picture that was posted by Steve Coates on my website. It is below. They have been up there three times now. Once before the announcement and twice after.
So Amrit Gill was walking around the roof of one of his buildings. Is there a significance to that? Was he drinking a beer? Or trying to get better cell reception?

It’s just to show that he is already envisioning his project. Didn't the Gills attempt to purchase the building around the same time as the Morgan group? There's been a company out doing surveys that appear to be focused on the building. Good sign.

The issue Gills have is named Joe Roddy (as in 17th ward alder) you see Joe had this thing where if you wanted incentives in the 17th you had to cut a check to Park Central Development, it was somewhat of a legal pay to play and the Gills didnt want to play. there is some bad blood- why does that matter now? I think it went through the LCRA pretty easily, but Roddy isn’t part of that. Roddy isn’t the one who is holding this one up.
They’ve been having problems designing the interior build out of the project in order for it to meet historic codes and to make the project work overall. They didn’t go into too much detail about it, but they said that the building is challenging to design. They’ll finalize the design soon and aim to start work in early 2020.
They still have their letter of intent on the property. They haven’t bought it until all proper things go good.

Sounds like the political angle might come more into play for their Arco project, which is right in Park Central’s wheelhouse and has hardly seen any progress in the last year-plus.

The LCRA on Tuesday approved a resolution authorizing the issuance of taxable industrial revenue bonds for the project. Restoration St. Louis is proposing to transform the Chemical Building, at 721 Olive St., into an extension of its Hotel Saint Louis located next door on Olive. The Chemical Building renovation would feature 72 apartments and 84 hotel rooms along with retail space. Construction is expected to start next year and take 18 months, according to notes from the LCRA meeting. The project is expected to cost $54 million.

Some aldermen questioned the amount of the incentive, given the city’s new guidelines, noting the developers also planned to use state and federal historic tax credits as part of the financing package.
The committee chair, Joe Roddy, has butted heads with the Gills on other projects over the years and was upset that the initial proposal included 17 years of personal property tax abatement instead of only a decade, a concession he said he had tried to negotiate. City staff indicated that the difference amounted to only about $100,000 over the life of the incentive.
LCRA Director Otis Williams made a personal plea in July to aldermen to endorse the incentives and get the building redeveloped, reactivating the block and generating new tax revenue.

Interior renderings should be made available very soon. From what I have been told, the design process is wrapping up and it meets a decent bit of what was requested from the people in charge of issuing HTCs.

^ I hope they also release a rendering of the exterior. I would like to see how they go about the ground-level retail space as well as the weird façade facing the Old Post Office. After this project, I hope some infill is considered in the North-East quarter of the block on what is currently parking for the Hotel. Maybe on the old Ambassador Theatre lot across the street? Anything over two stories would be just fine!

Does anyone know if this building is on the steam loop? If yes it will have stay on it bc of a ordinance passed by the city this year that says any property that’s getting incentives and is on the steam loop has to stay going forward. You see, in the last 10-15 years we gave out incentives to a lot of projects in the steam loop and they get off the loop and put in their own boilers, which took off a lot of accounts that paid the steam loop which put it in danger of shutting down and 100s of buildings that depend on it would need to scramble to spend millions of dollars to get their own boilers. It’s really a underreported mess

I wonder about this project. Ownership hasn't changed and the building doesn't look too good. I hope this is still in the Restoration St. Louis pipeline.

^Won't argue with "doesn't look too good," that's accurate (not architecturally, of course, just its current state). Probably important to note it doesn't look any different than it has over the last 5+ years, however.
I sometimes work in the building across the street, and continue to periodically see construction-looking people walking around on the roof. No work yet, but at least there is some occasional, temporary activity.

- There was the Arco apartments project, which was announced two years ago, completed demo and has been stalled for at least the last year.
- There is (hopefully) the Chemical Building redevelopment which seems to be off to a slow start since last spring.
- Then there's the second iteration of 4400 Manchester, which seemed to be announced and then have ground broken within a month.
I played golf with one of the finance guys for Restoration STL last weekend and asked whats up with Chemical. Said its still very much a project, but getting funding in order was taking longer than expected. They expect it to get wrapped up and get construction rolling shortly, no dates or estimates on construction beyond that.
Clerical error Amendment on order for tomorrow’s Board of Estimate meeting. Nothing significant, but maybe a sign of continued progress.

IMO if you have the money ready to go, there is no better time than the present to begin a 1.5-2 year long hotel project.

It says construction is expected to start in Mid-December. Almost everything that was out to bid has been bid on and contracts have been awarded. IIRC, December 14th was the start date for the project.
Besides the number of new hotel rooms and apartments going into this building, that we all know, it said that the ground floor would be home to a 5000sf restaurant space. When I get home, I’ll try and copy and paste the description and clarify anything I may have said wrong here.
Regardless, it’s good to see that this is moving forward.
