Noticed in the March, 2020 Ellendale neighborhood association meeting minutes that a developer was proposing a 100+ unit apartment building on a currently vacant lot near Lanham Avenue and Hewitt Avenue. But sounds like the NIMBY's are not down with it. Too bad, would be great to welcome more St. Louis residents and customers near the Maplewood border and the commercial strips of Manchester and Sutton.
  • A developer is proposing the new construction of a 100+ unit apartment building at approximately Lanham Avenue and Hewitt Avenue.  Proposed use would require a zoning variance/conditional use permit.  Ald. Narayan received a lot of resident opposition by phone and by email.  As such, he does not support a variance or conditional use for this project
  • UPDATE: Property is listed for sale by Hilliker Corporation with an asking price of $1,375,000.  Patrick McKay (commercial listing agent) is marketing the site as suitable for the development of 125+ units.
  • The site is listed for sale by owners Pat & Carol Schuchard (also owners of The Majorette, an Ellendale business located at 7150 Manchester).  The proposed development team had an accepted contract to purchase the land.  It appears that the development team is withdrawing their offer to purchase & develop the site.

Worth a lot less than $1.375M if all you can build on it is a house. Currently generating $600 in property taxes.

My understanding is that that property owners ef'd up bad in a community meeting. Neighbors were asking reasonable questions, but were not presenting wide opposition, and Pat went off on them and said he would do whatever he pleased with the lot, or cause everyone problems. He turned even supporters against the project, and basically screwed the potential developer. I wasn't there to see it first hand, but I've heard essentially that from multiple people that were there.

^I assume by Pat you mean the alderman? Not to get too far off topic, but in my experience, neighborhood groups are not always the right people to sink/approve a project. Only a small percentage of people can make these meetings and they are not always the most informed, forward thinking folks. It usually boils down to "how does this affect me now". If you could poll every person in the neighborhood on a proposal the outcomes might be different, or at least more democratic. If I had a nickel for every man-splaining/lawyer-like session on why we shouldn't allow apartments, I'd be able to afford some new expensive a$$ historic windows on my house. Sorry, this kind of thing frustrates me. Sounds like this particular proposal was bungled on all fronts. I think neighborhood associations can be very kind and balanced and intelligent, but many aren't and play into the whole small town mindset of single family home or nothing.

BTW, does anyone on this board live in Ellendale? I am working on some research and an update on a neighborhood guide I did ten years ago and would like an insider perspective. You would think Pat (Schuchard) would know how to speak at a public meeting. He's experienced with development (Bevo Mill, Boo Cat Club, etc.).

At the bottom of the meeting minutes, it says Schuchard threatened "physical violence" against an assn officer in January and it was reported to the police:

"WHEREAS, at a meeting of the Ellendale Neighborhood Association Housing Committee on the evening of January 30, 2020, William Patrick Schuchard, owner of The Majorette, a business located at 7150 Manchester Avenue in the Ellendale neighborhood, to discuss a proposed new construction development at approximately the intersection of Lanham and Hewitt Avenues, did conduct himself with hostility towards the members of the Housing Committee and the residents of Lanham Avenue present.

WHEREAS, at approximately 8PM on January 30, 2020, William Patrick Schuchard, owner of The Majorette, a business located at 7150 Manchester Avenue in the Ellendale neighborhood, did verbally threaten physical violence against an officer of the Ellendale Neighborhood Association in an incident reported to the St. Louis Metropolitan Police Department and documented under SLMPD Report Number #20-008656."

Here's the general area (I'm not sure which lot is in question). It seems to be a mix of light-industrial, retail, and single-family. There's also a three-story apartment building right at the intersection of Lanham and Hewitt.

Just spoke to an Ellendale resident in the know who indicated that my comment about NIMBY-isms is not entirely fair, and it is a complicated site with many hurdles. They are not against apartments in this case. So maybe something will be worked out in the future.

I heard it was pretty NIMBYish. The only thing neighbors will accept are houses/townhouses. Dead set against apartments or even condos.

$350k Building permit application submitted for a home at 7155 Lanham, the parcel discussed above. Land productivity fail.

The conversion of Wilkinson School into 34 apts, 2,484 sf of office space, and 60 parking spaces. $6.7M development cost. 80% tax abatement for 10 years with a present value of $374k.

Subdividing 7201 Southwest is on the June 25 Board of Adjustment agenda. Great to see an increase in land productivity! Stupid our zoning doesn't allow this two-family by default.

Some people say we are too obsessed with Brick. Okay, then I see a siding building like this built, and I think I will stay obsessed with Brick.

Also, a developer would be smart to mow, do a little landscaping, and fix the sidewalk. It’s just part of selling some curb appeal sometimes.
