Developer Steve Anrod of Chicago has an $8 million plan for the intersection of Clara Avenue and Waterman Boulevard in St. Louis’ DeBaliviere neighborhood.

He went before the city’s Preservation Board this afternoon to pitch his plan. After a brief presentation, the board gave Anrod the go-ahead with the stipulation that he make a change in a proposed parking structure.

ya well the article mentions the construction of 7 attached townhomes but deb's link shows a 3 phase build out of (3) three story structures containing 16 total units. That's why I asked the question.

If you go to http://stlouis.missouri.org/citygov/planning/heritage/, there's a link to the St. Louis Preservation Board where the Board's agendas are posted every month. It provides you with the date of the next meeting; usually a brief agenda will be posted a few days before the meeting to show what will be discussed, and a full report is posted after the meeting.

"Central West End and DeBalivere areas remind me a lot of the Lincoln Park area in Chicago. 20 years ago growth had started in Lincoln Park but had not been fully developed. I see the same opportunities here in St. Louis," stated Anrod.

Located at Clara and Pershing, Clara Apartments is comprised of two, 3-story apartment buildings built in 1929. The property is approximately 28,000 square feet. It is currently being operated as a rental property.

Floor plans feature one-bedroom/one-bath and two-bedroom/one-bath condominiums ranging in size from 650 square feet to 835 square feet. In addition to six standard floor plans, there is also one secured storage space for each home and ample gated parking.

Prices will range from $116,000 to $155,000. Total project sell out is estimated to be $5 million.

"There's demand for high-quality, competitively-priced condominiums in the DeBalivere area. As this neighborhood has emerged in recent years, many of the homes have become too expensive for first-time buyers. So, this is an opportunity for those buyers, as well as graduate and medical students or young professionals to get in on the ground floor of one of the city's most desirable areas for a great value," said Anrod.

$3M zoning only permit application submitted for CONSTRUCT MULTI FAMILY DWELLINGS. Not sure what this is. It says 59 units. $3M wouldn't cover that. That would cover the 6 townhomes that were planned two years ago.

And if it's still the 6 townhomes, why does it need a zoning change? The parcel is zoned E.

I was disappointed to hear back when I lived on Clara in 2018 that the lot was going to become townhomes when the neighborhood clearly could support better. This project makes a whole lot more sense.

I loved living in that neighborhood and taking Metro to work, my only gripe (and probably the reason why my rent was cheap) was the lack of food and beverages within immediate walking distance. So much to do in biking distance but I am generally more of a walker. Ocean Grill was amazing but at the time there wasn't an easy place to get a beer or coffee (other than the vegan place on Belt which I didn't prefer)

Now it looks like S. DeBaliviere will be a hub of activity, Delmar East continues to pick up steam, and there is now a little bar in the old Pig n Pickle spot! I love McKinley Heights but I'm getting some serious neighborhood FOMO. I assume rents on Clara won't be nearly as forgiving next time I'm apartment hunting.

Great to hear! Underground parking and fewer parking spaces than units (even if it’s not by much)...good to see this neighborhood continue to fill out with several new projects.

Lol. Thing is with the city's parking mandates, the 0.8 ratio will have to get a variance before the board of adjustment, so people can make hay there.

At the least, couldn’t we remove parking minimums within 1/4 mile of our metrolink stations?

Up there with the Grove as one of the deepest development pipelines in the City. Great to see areas like this (particularly around transit) breaking out after 25+ years of limited new construction investment.
