Although I know The Mills is technically in NoCo, I think of is as being in St. Charles. It's just a few exits from New Town. I've been there a few times (Gap & Banana Republic outlets) on Saturdays and it has always been busy. I would guess that they get a lot of traffic from St. Charles County.
The mall once known as St. Louis Mills Mall (now St. Louis Outlet Mall) is up for auction. Built for $250M, $18.5M TIF and a $34M TDD, and subsidy in building 370 and other infrastructure to it.

Lots of rumors running around the Blues are looking to get out of the Mills as soon as they can.
^ I don't know how much of a rumor it even is. I believe it's been confirmed that the Blues are looking for a new practice facility plan. Although I suppose if you're saying it's truly an ASAP situation, that would be a new development on top of that.

If anybody is actually interested in starting something of a (probably meaningless) citizens initiative to get the Blues to consider such a thing (or at least the city), try emailing Blues owner Tom Stillman.
I tried him at what I guessed was his Blues email as well as a Summit Distribution email that I found. Neither bounced back. That being the case, it probably makes sense to go the Blues route.
