IIRC that building is on the edge of the neighborhood across from a school and the sidewalk is all broken and overgrown so probably not too many people would be against. Probably way more parking issues created by the gardens anyway.
Similar conditions at Delmar and Skinker, but the NIMBYs howled anyways. I'm just a little bitter.

I got a really helpful response back from Alder Velazquez. I'll share here for info since it answers some items mentioned I these comments.
"Thank you for reaching out regarding the Mount Olive development and for your support of the project. As an FYI, I briefly touched on this topic at the last SNIA meeting; it’s in the minutes.
A few notes about the project, which is still under development:
The project includes 3 parcels: Mt. Olive School, Mt. Olive Church and an open lot owned by CDA.
This is important because CDA lots are HUD-backed, which means that anything built on it has to be affordable housing or else the developer has to purchase the lot at full price from the city.
The proposed project will have 18-20 apartment one and two-bedroom units, four of which will be affordable housing and the remainder market rate. Short-term rentals have not been proposed for this site.
The developer will have a permanent leasing office on site and maintain a presence at the property.
Off street parking would be added behind the building, in addition to one accessible spot on the street to accommodate the accessible unit.
These are notes I have from a meeting last month with the St. Louis-based developer. He is out of town this week, so I’m waiting to confirm if anything changed from our discussion in May.
Some additional answers to your questions below in blue.
Additional: As the project is not finalized at this time, no decision about incentives have been made, nor have any incentives been officially offered. The financing of this project is all private capital, i.e., no CDA NOFA funds, etc.

...while we're in the area... the Paul Kohl Memorial Garden sure would be a great spot for some tax producing development. Owned by the MO Botanical Gardens so its not generating any taxes currently. Surely an exhibit inside the memorial garden would be a more fitting tribute.

So depending on the size of this, and say you can build it for $450k, why not make it a 4-family? It looks like it could be one if you altered it slightly. I know the cost would probably go up because of 4 kitchens, 4 bathrooms, 4 separate electric hookups.

I'm so confused by that Tower Grove Baptist Church/School (in Shaw) post. Is it closing or something?
Update: I see the school is being re-named to City Christian Academy. The parcel also is tax exempt.
