So I am all excited to see the recycling dumpsters in the alleys of East St. Louis Hills this AM, as I have been accumulating thousands of empty Stag cans for almost a week in anticipation. However, the three dumpsters I checked this morning had about 4 inches of water in them (and non-recyclable trash, but that's not my point). As I understand it, these are supposed to be "single-stream", and any cardboard, newspaper, etc. put in them would be rendered unrecyclable by becoming a soggy mess. Anyone else noticed this?

I haven't seen them yet, but I told two different aldermen that they should get those welded-on lids on the recycling dumpsters that just have the small port for putting stuff in that they have at a number of the recycling stations around town. I told them that if they didn't (and probably even if they did) the recycling bins were going to be filled with trash. I hope I am wrong....
They have lids of a sort. The first 1/4th or so had a larger, rectangular opening and the right 3/4ths consist of more of a slot.
It's big enough for some trash and a good 15' from an actual trash dumpster so I have no doubt fat hoosiers will still find reason to be fat hoosiers and put their old paint cans and old TVs, diapers, etc. in them.
I'm wondering if they sat at the "depot" without lids before they were put it place, since the lids look like they would block most rain. If that was the case they should have been emptied of water (some sort of drain plug?) before being put in place, as there is going to be lots of paper thrown in there by well-meaning folks (non-hoosiers) that will not be ultimately recyclable.
Anyway, I know there are more important things to fret about in our fair metropolis but I'd like to see an otherwise great and overdue idea implemented in a good way.

Fox Park is still lacking the recycling dumpsters in the 7th ward. Are there any other parts of south city that are lacking them? I'm getting fed up as this was the trade-off for having to pay for trash collection. I will email Phyllis Young again to see what the latest timeline will be.
I think about every alley in North Kingshighway Hills has them. But mine. Frustrating.
I got a brochure from the city this past week explaining the new dumpsters and saying that they were "coming soon" to the 23rd ward. I do not have an alley but I am assuming they have a roll out version of the blue dumpsters. I haven't seen one yet though.
The 23rd Ward is particularly frustrating since most of the ward has them, but a few of the eastern most blocks do not have them, including Shadrach's and mine. (I can see his house from mine, but different blocks.) Apparently our couple of blocks won't get them until July.
They have been brought to Old North, but they are in clusters instead of in alleys.
I live on Winnebago in the 23rd Ward between Prather and Watson - no recycling on our blocks. Last we heard was June. ^Maybe just the core of the ward got the dumpsters, because I've seen a lot of them. The roll out method the City is using makes no sense.

My alley in the Lindenwood n'hood has one recycle dumpster in the alley, when we should have 2-3. They had the lines painted for one directly behind my next door neighbors garage. With a long alley with tons of space to choose from, they painted the lines right behind his garage, which would make it impossible to get his car in and out of the garage. He called our wonderful Citizen's Service Bureau and told them. So the dumpster never came. That was at least 3-4 months ago. I guess it confused them and they forgot about my alley. All they had to do was move it 10 feet to the right or left and the problem is solved. Stupid!

I've been told late fall, 2011 for the Fox Park portion of the 7th ward. 
There are platoons of them awaiting deployment from the rear lot at the building once occupied by Laclede Gas at the NEC of I-44 and Hampton Ave. Drive by and take a look.
Still nothing in the gerrymandered southern tip of the 9th ward. Ortmann told me last fall it would be a couple years for this part of the neighborhood. Said we "weren't ready." But then subsequent news articles made it sound like wards were all or nothing, and the 9th was included. So who knows.

The Princeton Heights side of Christy Park still doesn't have them. I got a Fred Wessels newsletter last week and I think it said everything in 13 Ward will be done by August.

I'm a dumpster diver and also I clean up yards in several of the historic neighborhoods and I have familiarity with practices in Benton Park and McKinley Hts and Laf Square. And I'm tellin' ya, those resident don't bother all too often. Hell, they have not been able to separate compostible from regular trash over the past decade, how does anyone think they'll get a 3rd sort right?
And I cannot even imagine what the ghetto dwellers do. They can barely get a 40 oz or soda can into any dumpster, let alone the right dumpster when presented with a choice of 3.
And then, when my spouse and I both with graduate degrees and the desire to actually sort the trash correctly have to have debates about what goes into the recycling trash---nah. It's complicated, we are doomed. Mankind is doomed.

As to your other question, it's an issue for me since we have 3 recycling bins on our back porch that I have to load into the car and drive to a recycling center. We were sold this new trash fee under the guise that we'd get a new service - recycling. That has not yet happened.

^ Yep. The "ghetto dwellers" aren't going to toss their 40's in the big blue bins, but everyone else in FPSE seems to be doing an OK job. I'm happy to pay the fee and not have my garage fill with recycling until I make the monthly trip to the recycling center. Hopefully you'll get your bins soon!

Hopefully you'll get your bins soon, we have two in our alley and they're always full with recyclables. I haven't seen any trash in them yet. And our compost dumpsters are filled with yard waste...not trash...shocking, I know.

Yeah everyone in my neighborhood has been using them...correctly too. I'd imagine you'd be getting some at some point. There looks to be a couple hundred or so at the facility at Hampton and 44 ready to go out.
Side note - Has anyone ever noticed city trash trucks dumping compost and trash into the same truck?
When I lived in the CWE, I saw trucks dumping every bin into their truck regardless of whether it was compost or not. I'm in south city now, and haven't really paid any attention.
Just seemed odd. Wasn't sure if anyone else noticed the same thing.
