Federal funding for new high speed rail, bus and bike center in Alton, said to be part of the new "Robert Wadlow Town Centre" (spelled th cutesie Engish way) Anyone know any more on this?

So why is it out in the middle of nowhere beyond the edge of town? The old station is in a far more accessible location.
