The ruling says the EPA cannot make "general" rules for discharge into bodies of water, the EPA can still limit it on a permit by permit basis.

A property tax just feels off-big nonprofits dodge it, and small places still pay the same. Charging by how much paved area you’ve got seems fairer—everyone chips in based on the runoff they actually make.

^Oh, for stormwater? Yeah, I could get down with that. Even nonprofits should have to pay for services used.

That proposal would raise typical residential rates by about $2 per month and charge nonresidential customers $1.05 for every 1,000 square feet of paved or “impervious” surfaces that do not absorb stormwater
Pretty sure the fee for non-residential property applies to nonprofit property.
