This makes me mad, because all of the federal Congestion Mitigation Air Quality (CMAQ) funds that were allocated to Missouri because St. Louis is not in compliance with federal air quality standards is not coming to the STL area. Now some 20% has been partially diverted to KC. The problem is KC is in compliance with air quality standards and technically shouldn't receive the money. MoDOT was recommending to the Transportation Commission that at least 20 percent of Missouri's CMAQ money ? historically allocated to Metro St. Louis, the only part of the state deemed not in compliance with federal air-quality standards ? be shifted to Kansas City. The reasoning, as explained by Hassinger, is that the KC area is "on the edge" of becoming non-compliant and that giving that area CMAQ money could keep it from sliding into non-compliance.
