This makes me mad, because all of the federal Congestion Mitigation Air Quality (CMAQ) funds that were allocated to Missouri because St. Louis is not in compliance with federal air quality standards is not coming to the STL area. Now some 20% has been partially diverted to KC. The problem is KC is in compliance with air quality standards and technically shouldn't receive the money. Here is a quote from the lame brain director of MoDOT from the article.

"The purpose of providing funds to MARC is to help MARC keep its air quality designation as an attainment area, which is something that benefits all Missourians," Rahn said.

MoDOT was recommending to the Transportation Commission that at least 20 percent of Missouri's CMAQ money ? historically allocated to Metro St. Louis, the only part of the state deemed not in compliance with federal air-quality standards ? be shifted to Kansas City. The reasoning, as explained by Hassinger, is that the KC area is "on the edge" of becoming non-compliant and that giving that area CMAQ money could keep it from sliding into non-compliance.

1% of St Louis Public Transit, they fund 1% of St Louis Transit!!!!!! Word needs to go out about this fact. Tell your mothers, tell your fathers, tell your family and friends. KC's transit also get's around 1% of their budget from MoDOT, that's not the point.

KC is further than being on the edge...the EPA sensors were out in the 'burbs, and a study done last summer in the core by UMKC showed that air pollution was much worse than expected. so kc really is not in compliance. until now, the air quality problem in kc was sort of "swept under the rug" for whatever reason.
