of note, for Missouri state budget and policy, it is the legislature and not the popular vote that is the actual danger. They have been doing their damndest to eliminate the state income tax for many years now - a project of exactly one super-rich a**hole, Rex Sinquefield. Their "plan" for replacing the income tax, which is by far the largest single source of state funding in our already meagerly funded, low-tax state, is some combination of raising the sales tax through the roof and just slashing every program with abandon. And then praying for "economic growth", of course. This hare-brained idea was supported by basically no one at all as recently as 10-15 years ago, but Sinquefeld employs an army of lobbyists and deploys his wealth very strategically. Gradually he has groomed and bribed the most recent generations of politicians and made this into the majority opinion down at the state capitol. They put the proposal on the ballot in August, and it was slapped down by literally 83/17. That is how unpopular it is statewide. Yet it can find easy majorities in both chambers in Jefferson City. The power of money.)
