How can we encourage developers to consider new build of this grade, rather than the 3-side vinyl scheme? And how can policy be changed in St Louis to command projects more in line with this level of detail and quality?

Enact a city wide form based code and stick to it.  Don't easily hand out variances.

The city used to have a facade grant program that helped people fix up historic storefronts. Something similar for new builds would certainly encourage using better materials and design.
