Strong second of this idea. Kingsmill in the Williamsburg, VA area did a Harbor town/ sea pines inspired development and it is excellent.

Didn't they keep 270 open even through the '92 flood? (I expect it was heroic efforts. Don't recall for sure. I was down in Festus/Crystal City trying to keep that above water. With . . . incomplete success. Was taking a lunch break when we found out Monarch in Chesterfield had given way, which haunts me to this day driving down40.)

The 67.5-acre Lighthouse Point project at 11000 Riverview Drive, on the border of St. Louis County, is still in the concept stages after the St. Louis Port Authority voted last month to enter into a preliminary agreement with the developer, M3 Development Partners of Nashville, Tennessee. Constructed at the site of the former North Shore Golf Course, the project could feature a marina, water park, 35,000-square-foot conference center, 375 hotel rooms, 30,000 square feet of retail and, possibly, 50 condominiums, among other attractions, according to the developer’s preliminary plans. M3 said last month that it would soon complete a master plan, and could start on infrastructure work by the second quarter of 2023.
The alderwoman who represents the site, Lisa Middlebrook, recently filed a series of bills that could grant the project tax subsidies.
Just feels like they could squeeze a lot more out of riverfront property with interstate access. The uses are fine, everything should just be doubled. Should I assume they have future phases?

I have a hard time believing that USACE would allow that marina thing
Why would the Corps have an issue with a recreational marina on a stretch of the Mississippi where commercial traffic doesn’t operate? Especially that close to the confluence with the Missouri River, a river with quite a bit of recreational boating.
Recreational boats are already allowed through the Chain of Rocks provided water levels are high enough…commercial traffic has the canal.
Would this be that gigantic of a difference than the recreational marina in downtown Alton that has to navigate the lock and dam and commercial traffic on that stretch?

This is not a recent update per se, but this from April 2023 said to expect to movement on the site until the first part of this year:

-RBB. As of April 6, 2023, the project is in Development. St. Louis Port Authority will begin negotiating a development agreement talks. The project has received approval for the tax subsidy district. Information regarding architect or contractor has yet to be determined. Although a firm timeline has yet to be announced, construction is not expected before first quarter 2024.

I took this photo of the development from the old Chain of Rocks bridge a few weeks back.
