I wonder if the owner hasn't been getting the property tax bills. For 1733 and 1729, taxes not paid, the owner's ZIP is incorrectly 63033, while 1727 and 1719 have 63026, correct with taxes paid. Another weird thing is that 1727 is 1727-33 on the Assessor's website, while there are separate 1729 and 1733 parcels. 
There's something amiss here.

This week, for the first time anyone can remember, every property at Tuesday's tax sale was purchased, meaning that, if all the sales close, none will be transferred to LRA.
This year, the city initially sued 200 property owners for unpaid taxes for the first tax sale. Just under 30 of the properties made it to the actual Tuesday auction. Property owners have several months to come forward and pay the back taxes. Other buyers can also try to pay off the taxes and work a deal out privately with the owner before the properties hit the public auction.

“That’s the amazing thing, too, how many properties were redeemed before the tax sale,” said Costello, the LRA director.

Does anyone know if a property doesn't sell at a land tax sale and goes tot he LRA, is the owner still on the hook for the amount owed somehow?

AFAIK: that's it. the city doesn't go after them further. ...just takes their property and sells it at tax sale.

To note: very few properties are failing to sell at the tax sale these days, so LRA's bank of properties isn't growing hardly at all, and when it does, it's usually vacant lots, not buildings.

^ Agreed, both owned by Thomas Cochran for a total of $21,919.  Excuse my ignorance, but if myself or anyone else ponies that money up, these are no longer Cochran's properties?  But he has a chance to pay it and keep them?  I'd love something to be done to these two spots.

Sort of. He'd have to go to court.

Also: buying a property at the tax sale should always be your first step towards ownership of that property. (Retain a lawyer!)
