Metro East county considers joining Missouri. Illinois AG says no.
In response to a question raised by an official in Jersey County, located across the Mississippi River from Missouri, Illinois Attorney General Kwame Raoul said the county does not have “the authority to secede from the State of Illinois and join another state.”
Writing in an Oct. 17 opinion, Raoul said the state constitution does not provide a statutory procedure for the secession of counties from the state.

And, he added, there are federal issues that stand in the way too. Jersey County, along with others in downstate Illinois, have been investigating ways to break the state into two pieces, with Democrat-leaning areas in the Chicago region becoming one state, and Republican-dominated areas in downstate Illinois becoming another.

Located north of St. Louis, Jersey County has 21,500 residents. It includes the towns of Elsah and Grafton. The county seat is Jerseyville.  Talk of breaking up states has become more common among Republicans after President Joe Biden won Illinois’ electoral votes over former President Donald Trump in 2020, despite only 13 of the state’s 102 counties voting Democratic.

Similar discussions have been underway in Oregon, where residents in the rural eastern part of the state don’t like the urban leanings of the Portland area and have sought to join Idaho.
In California, San Bernardino County, located east of Los Angeles, also has studied the possibility of secession.


Like the Illinois effort, such a change would entail more than just a county wanting to join a different state. Along with needing buy-in from the state legislature, Congress also would have to act.
No new states have been created since Hawaii in 1959.
At least two dozen Illinois counties, primarily concentrated in the southeastern portion of the state, have passed “separation referendums” dating to 2020.

But Raoul, a Democrat and former state senator from Chicago, said in his opinion that the effort is doomed to fail under state law.
“(A)ny referendum on the issue of county secession would have no binding effect,” he wrote.

I'm down for a trade, the city/county go to Illinois and a couple of the trumpy southern IL counties get to join Missouri.

Sometimes I think about the possibility of freeing STL City and County to secede via ballot initiative, weather that be to Illinois or to become its own state. I think the initiative could have some legs as the lefties here hate Missouri politics and want to secede where the MAGAS would love to kick us out. It might just be dumb and populist enough to work

Obviously it would require an act of congress to get over the finish line, but the amendment to the state constitution might be easier than one would think

I don’t think the voice of the typical voter would matter much. Companies in City/County would do about anything to prevent it and if it happened they would pack up and move to St. Charles, Washington, or Jefferson County.

The solution?
1. Support moderate pro-business republicans/democrats in Missouri who can win without stunt politics.
2. Convince Illinois to diversify their revenue streams to accommodate different regional circumstances to remain competitive. For example, the 7 Illinois counties in Metro East should be anchored to Missouri tax rates.

The top income tax rate in Illinois and Missouri are the same 4.95%. Missouri has lower brackets for the first little bit of income. Illinois voters voted down a proposal to allow a progressive income tax rate structure thanks to mis and dis information.

The sales tax rate is IL 6.25% plus 0% for St Clair County. For ESTL it's

Less than many places in Stl City and County

Taxrate.com says the effective prop tac rate in St Clair county is 1.87% of home value. At that property taxes at my house would be 22.4% higher.

The MO cooperate income tax rate is lower 4% v 9.5%. There could be more deduction and exemptions, idk.

Doesn't seem all that different, except for the corp income tax. And IL gives away plenty of tax incentives just like MO.
