Does anyone know whose responsibility is it to pave this section of the road (marked with blue stripes?)

This is in front of the driveway and causing issues when parking in the garage as it is very steep.

Do I need to approach public works or repair it on my own?

Municipality. Don’t touch it on your own, you don’t want that liability if a crash happens. I assume it’s for run off but they could build a tiny culvert to smooth it out

Probably just being jaded.  I really hope they DO do something, but I suspect you'll get some BS about any modification interrupting the flow of drainage, blah blah blah.  

At one of my old houses, the curb lip was ridiculously high so when I poured my driveway, I asked the concrete guys to chop it down by about half.  Some of my neighbors asked me how I got it approved and I said I just did it and didn't ask.

Nobody ever said a damn thing.

I wonder if they'd let you install one of those rubber curb ramps that are hollowed out for drainage?  I suppose that could be a plan B if they don't do anything.
