I really hope this pans out. I find it encouraging that the people on both sides of the freeway are talking and trying to plan together. More of that needs to go on.
I'm sure the Armory's entertainment aspect can be successful, but I just don't see anyone wanting to live in a building surrounded by highways and rail yards. But that's just me.

In regards to the substation, it would be fairly easy to install a modern screen or green wall to help hide it from view.

Even a green wall with ivy or taller plants could be possible.
