In the Tower Grove South neighborhood group, it's being reported that the state of the former Tin Can building is so bad that it will be torn down, and replaced with a new building.

It's a private group, so I'm not going to use names out of courtesy, but here's some quotes from people who seem to know.
the guys that bought it have discovered that it will be more affordable to tear down and rebuild than to fix all the problems discovered in the existing building.... The word is it will be a sports bar
They are rebuilding, though, and plan on keeping the architecture in the spirit of the neighborhood!
The condition of the building is why my clients walked away a few years ago, I can only imagine the state it's in now :(
I know "another sports bar" and demolition don't get people here too excited, but aside form quirky signage, there's nothing special about the current structure, and it's vacant. So if the new building is tastefully done and it further activates that part of Morgan Ford, I'm all for it.

Permit on file already...first that lives in TGS says the neighborhood association hasn't been kept up to speed on it

What neighborhood association? I didn't think TGS had a neighborhood association that covered that part of the neighborhood.

I believe there's a full TGS neighborhood association trying to get organized.

^ It would be nice to have a two-story replacement that fits with the scale of the neighboring Three Monkey's Building across the street. Maybe even commercial office on the second floor if not a two-level restaurant/bar.

I haven't seen it yet, but apparently the foundation for the new building has been poured. So they're moving right along with getting something there.
