Altus Properties, of Clayton, is proposing a 227 unit apartment project with 4000sf of retail space and a parking garage on a parcel in the "Creve Coeur Pavilion" shopping center at Old Olive and Olive just West of Lindbergh. Bayer-Monsanto is around there too. Trivers is the architect on the project. This will replace a California Pizza Kitchen and Stir Crazy.

This joins the recently completed "Vue at Creve Coeur" and "Vanguard Heights" apartment complexes, which are neighbors to the Pavilion.

Directly facing Olive. Nice. Olivette Town Center's 4-story apartment building is currently going up just a mile or so east of here, also directly facing Olive. Maybe suburban developers are starting to get it.

I think that should be Altus Properties. At least that's the local apartment developer, based in Clayton.

Altus Group is a CRE advisory and software (ARGUS) company, based in Toronto.

I changed it. I didn't realize there was an "Altus Group" out there. So with this company, I interchange it with "Altus", "Altus Group", and "Altus Properties" in speech.

To make it even more confusing; Altus Group is apparently the accountant and/or manager for all of Ventas' properties in St. Louis, as their name and PO Box is listed as a "care of" address under the owner information.

Here's the current site, for those not familiar with the area. This will remove quite a bit of existing parking lot.

The Olive/Olive intersection facade (top photo) looks like a small hospital. Are we absolutely positive that Fred Kummer's HBE didn't design this?

The project was approved on December 21st according to summaries of the Planning and Zoning meeting. NIMBYs raised concerns over traffic and thought the building was too big and took away from the area. But it passed the Planning Commission unanimously. 

I haven't checked the City Council/Board of Aldermen agendas to see if it passed there. Based on the summaries of the Plan Commission meetings, retail tenants lease on the property ends in the Spring of 2022, so the project could begin after that.

Design complaints aside, I think this is a great project for Creve Coeur. Replaces a sizable chunk of a suburban strip mall and parking lot. Setbacks aren’t bad, etc.

I might as well include this smaller project, which is being proposed just a few blocks west of the Pavillion project. This project is being proposed by the JLA Group at 10809-10819 Olive. A 4-story, 20 unit apartment building (all units being two bedroom). It's designed by Levine Associates. Nothing too special, but I thought I would include it in this thread since the two projects are close enough. It seems like this isn't set back far from Olive either.

This was originally proposed in February of last year but due to the pandemic and rising construction costs, the project was put on hold. The developer, on June 21st, appeared before the Planning and Zoning Commission to request a one year extension on the development plans so that they can begin construction. The request was approved unanimously. The project seems to be underway, but I haven't gone out there to see if it really is.

Looks like at least preliminary work is underway, as I've seen the fencing up and dirt moved every time I've driven past that lot as of late; was wondering what was up. Nice to see another apartment building underway.

At least they aren't getting any abatement, but it's hard to imagine that it's that profitable of a project if there's 60% occupancy down the street.
