What is that exactly that was put in on the corner in front of Catholic Supply?

I couldn't find a picture, but it appears to be another curb cut accessibility construction on steroids. There is a ramp, with railings on both sides going about 10 feet into the sidewalk. I hope it has a great use because its completely out of place and looks almost like a hazard because it blocks the sidewalk in two directions.

I know I'm horrible at describing this, but if you've seen it you likely know my concern.

I've likely driven by it 30 times since it was put up, but I have to admit I haven't noticed. I'll keep an eye out next time I go by.
