Part of the problem is spoiled loads, like greasy pizza boxes, plastic bags, etc, mixed in with recyclable stuff. That's partly due to ignorant or lazy people and full trash dumpsters not being emptied, so trash gets put in the recycling dumpsters.

I also hear that if it rains on large loads of cardboard its instant garbage. I do not possess any knowledge of the the cardboard reclamation process, but infer that wet stuff congeals with the glues and other foreign substances and isn't easily turned back into pulp.
I have enjoyed watching this grassroots group take on littering in St. Louis. STL Cleanup Crew. They have multiple group events planned and add more. You can also donate materials via Amazon. I just placed my third order the group.

That's awesome - I've been looking for a local group like this. I follow a lot of these crews on IG and these folks can make a ton of money if they can get into the folks like me that follow these crews.
