I have heard several mentions in the media recently with Chris Goodson regarding a possible demo or reuse of the building and was wondering if anymore details on what's happening with it? As long as its economically feasible, to me it's a no brainer that residential would succeed in that location.
I assume you're referring to the old Sanitarium, now known as the State Hospital as I don't recall there ever being a City Hospital on Arsenal (aside from the long gone Social Evil hospital).
Here is some interesting reporting from the PD this past April, with some good history and photographs included.

About half of the building is still in use by the state as offices. It needs work, but I doubt very, very much the city would ever let someone take it down. Residential would likely be a no go as the building is surrounded by the rest of the State Hospital buildings that are still in use.
