Has any work been done? The PVBS in the permit description means the Stable Communities STL program using ARPA money to stabilize privately-owned buildings.

What was the notification process by the City to notify the owners that they would be stabilizing the properties ? How did they determine what properties would be stabilized and which ones weren't? How were the cost of the repairs bid out ? Surely the government didn't proceed with these types of actions without proper due process.
The same process that would happen if the City is planning to demolish a property was followed. Multiple violation letters were sent, the letters and condemnation notices were posted on the buildings, the appeal process was outlined, and buildings where the owner did actually get permits and fix the problems themselves were dropped.

There was a committee. I am unsure of the exact makeup of that, but the people I know that were part of the process are well-qualified for this type of thing.
