I found that article pretty interesting. What if the city treated rail to how we commonly treat roads? How would that change the cost of things?

So the city builds, owns, and maintains the rail line for a public transit system or really whatever they want to allow on it. Then Metro builds the infrastructure it needs (electrical lines, stops, etc.) and operates on it.

For example, it would be interesting if the city ponied up money to redo Jefferson. And included in that project to redo the road, they go ahead and install rail lines in the street with underground infrastructure for electrical, communications, and other utilities. Then Metro comes in whenever they get the capital for their own infrastructure (electrical lines, poles, transit stops etc.).

Does that kind of partnership already exist somewhere?

Great article. Maybe getting rid of the Department of Transportation and let cities dictate spending is the right path to more public transit.

^ that would literally be the worst possible idea of all ideas

what should be explored is allowing cities to charge a gas tax, some states allow it (Illinois). Missouri doesn't. and using that revenue for bond payments for the new......................stadium!!!! :) kidding, transit of course.

^ Having it under local control.. I doubt it would work at all here since it would be a bunch of bickering amongst areas. Also there is the part about how often class and race politics are a huge factor in transit policy and is a factor in many people's anti-transit stance which is heavily tied to American social values.
