Clean energy company picks southwest Illinois for $820 million sustainable fuel plant
"A clean energy company has selected southwest Illinois for its new $820 million sustainable aviation fuel plant — but it’s not exactly clear where yet. Avina Clean Hydrogen, a New Jersey-based company, will build a facility that employs at least 150 people, according to Gov. JB Pritzker’s office and the Illinois Department of Commerce and Economic Opportunity... As part of the deal to build the $820 million plant, Avina will receive incentives from the state, which include a tax credit called the Reimagining Energy and Vehicles. That agreement between the state and company, dated June 13, lists an East St. Louis address as the location. The Illinois Department of Transportation obtained the same parcel in 2016, according to St. Clair County property records."

^ That's the second sustainable aviation fuel mfg development located in SW Illinois that's been announced in the past six months.

Press Release - Monday, September 30, 2024

Governor JB Pritzker, Crysalis Biosciences Inc. and the Illinois Department of Commerce and Economic Opportunity (DCEO) today announced a Reimagining Energy and Vehicles in Illinois (REV Illinois) agreement for Crysalis' $239.5 million investment to develop a first-of-its-kind sustainable aviation fuel (SAF) plant. The investment, which creates at least 35 new jobs in Sauget, will transform the fuel and chemical industry while reducing the carbon footprint in Illinois by manufacturing SAF, an alternative jet fuel made with a smaller carbon footprint.

Old news from January... East St. Louis receives $24.9 Million in Cleanup Settlement for the North Alcoa Superfund Alternative Site. 

"Along with the Superfund principle that the remedy be protective of human health and the environment, the OU-1 remedy components were selected to enhance potential reuse of this site by the city to develop the largest solar generating station in Illinois, and allow for the potential reuse of a sliver of the site by the Railway as a railspur."

The Leadership Council Southwestern Illinois launched Envision Southwestern Illinois
"The primary focus is to build a single, strong regional brand that increases visibility for Southwestern Illinois and positions the area to compete more effectively with St. Louis for new development. The regional brand will be Envision Southwestern Illinois, with the tagline "Gateway to Growth." The website will present a cohesive, go-to market strategy that markets Southwestern Illinois as a unified region. It will tell a comprehensive story highlighting the region's workforce, education partnerships, and strength as a logistic powerhouse. The website will also include a map highlighting available properties across nine counties; Bond, Calhoun, Clinton, Jersey, Madison, Macoupin, Randolph, St. Clair, and Washington. Key industry sectors to be highlighted include defense manufacturing, aerospace, logistics, and geospatial industries."

$2B retail and entertainment development proposed for Glen Carbon, hopes to retain $2.5 billion in retail sales lost to Missouri every year.

Full build out would have 3.5 million square feet of space and nearly 2,800 permanent jobs on top of nearly 14,000 construction jobs and feature destination-type retailers, entertainment, multiple hotels, restaurants, athletic facilities, residential, and office.

The developer wants to use STAR Bonds to build the project through a new state law that allows for counties and municipalities to issue such bonds.

The project is still very preliminary, with no specifics on the cost of the bonds or any potential tenants, and the state would still have to approve any development. All that's been done so far is Glen Carbon approved the development district, which is 99% vacant and spans over 1,500 acres.

The farm land at the southeast corner of 270 and 255. Seems like a Downtown Chesterfield idea.

I expect to see more announcements similar to this one. The southeast economic development region can receive three STARS projects. Must notify the state by June 1, 2026 if municipality wants a district with complete proposal submitted by June 1st, 2027.

Mid-America and Alton are my guesses for other upcoming announcements.

Glen Carbons district and Grandscape in Dallas, TX is a reference for the developers.

Grand scape is impressive for what it is but surrounded by a sea of parking.  It would be interesting if the retail mix was similar.  Scheels, Nebraska Furniture Mart, national restaurants…

I don’t think the mention of Missouri’s sales tax plan is too far off. This is a straight shot from North County. I’d also look towards the Columbia area as well for South County.

Best thing that could happen to the Metro East is Madison finally opting into Metro. Make the Metro line to SIUE happen.

This site has an amazing opportunity to address, if not be built around the two MCT Trails going through the site. Explore Downtown Carmel IN on Google Maps and see how they expanded their downtown around the Monon Trail. Obviously there is more money to go around in a place like Carmel, but Glenn Carbon is also desirable.

So far it doesn't look like this project will do much with the trails, but I hope some officials can put some pressure on them to address it. 

I just rode the Monon Trail, and the amount of trail adjacent infill going up along the entire length of it is enviable. The activity on the trail is nuts too, and people attract more people. It's a real virtuous cycle going on there. WE COULD HAVE THIS HERE TOO
