If it's in downtown Manhattan, then, yes it probably is. In O'Fallon, probably not.

18k is a fair market rate for covered garage parking in DT STL. You will have to pay to lease a spot anyway, so why subject yourself into paying someone else for their parking. Your spot will appreciate along with your unit. You'd be in the 75k range for Chicago parking spaces I believe, and in the 150k+ range in NYC.....
