question about HVAC ductwork in stl city condo

Hello. 

Our condo was updated in 2004 but there is not dedicated ductwork for return air. Our bedrooms feel cold during winter and hot during summer. 

Our unit's ceiling and upstairs neighbor's floor are open due to water damage from tornado. I want to take this opportunity to get an estimate on how much it would cost to install return air ductwork. 

Do you have dedicated ductwork for return air? 

Does anyone have thoughts or suggestions on good HVAC contractors?

thought about it but HOA does not allow mini-splits.

A lot of time they use your walls for the "ductwork" and there is not much actual ductwork for the return air.  

But with everything open up it's probably a good opportunity to explore.  My worry is that you just won't find many companies or people willing to do it.
