Respect its location. Its will be surrounded by surface parking lots (why do you think parking is cheap for Blues gams at a stones throw away), metrolink tracks, Scottrade center, and the new intermodal center with greyhound buses next door!! A little late with my arguement. But I would say that respecting its location would have more to do with a different location.

It's too bad the building isn't going up on the western portion of the parking lot, across the street from the DEA(?) building - it would at least feel more incorporated into the street grid.

What is going on with the Missouri Valley Conference headquaters across the bend in the metro link tracks from the Scottrade Center? Has anything started on that site?

They're waiting for a major benefactor to come through with a promised donation. He's an elderly man and is currentlly having health issues. His name would likely be recognizable to readers of the Business Journal. If he doesn't come through, they'll stay in their current location.
