Bi-State Adding Franklin County

The bill to add Franklin County to the Bi-State Metropolitan Development District, HB 1809, has been Truly Agreed to and Finally Passed, sending it to the governor's desk.
Greitens signed the bill adding Franklin County to Bistate on his way out the door today.
FYI: This is a first step. A bill matching that of the one passed in Missouri must now pass through the Illinois legislature. If this process is successful, it will then move to Congress for final approval. Once this occurs, Franklin County will be part of Bi-State Development.

Keep in mind, being a member of Bi-State Development does not necessarily mean access to public transportation services. For that to happen, a region first has to determine a funding mechanism to finance this service. Currently, St. Louis County, the City of St. Louis and the St. Clair County Transit District rely on a sales tax to fund public transportation in their regions.
