STP and CMAQ funds are monies that MoDOT gets from the Feds and then gives to MPO's like EWG to spend on the local-non modot system....cities/counties and (some agencies like CMT (tho must have a project sponsor that's a city/county or modot) apply for these funds each year.
East-West Gateway of Council of Governments is seeking feedback on projects submitted for Local Program funding.

East-West Gateway (EWG) had a call for applications for Surface Transportation Program – Suballocated (STP-S) and Congestion Mitigation and Air Quality Improvement (CMAQ) projects. STP-S funds can be used for projects such as pavement preservation, highway expansion, congestion mitigation, safety, environmental mitigation, transit, and pedestrian facilities. CMAQ funds can be used for traffic flow improvement, demand management, shared ride services, bicycle/pedestrian facilities, transit vehicles/facilities, and operating assistance for new transit service.

The project applications were due on February 19, 2015. Illinois sponsors submitted 29 STP-S applications requesting $15.3 million in federal funds and eight CMAQ applications requesting $3.7 million in federal funds. Missouri sponsors submitted 85 STP-S applications requesting $115.6 million in federal funds and 32 CMAQ applications requesting $49.6 million in federal funds.

In Illinois, approximately $3.3 million in STP-S and $2.4 million in CMAQ funds are available to program. In Missouri, approximately $50 million in STP-S and $30 million in CMAQ funds are available to program. EWG staff is currently evaluating the project applications and will present funding recommendations to the Transportation Planning Committee meetings in April.
