any update on this? was this building vacant of residents for some time? wondering if I should add it to the 2014 project completions list.
Not sure what the "re-opening" status is, but this building is owned by Washington University. Its 50 apartments are being modernized, and new utilities systems and elevators are being installed. The retail spaces, which previously held a St. Louis Public Library branch and the office of Feinberg Realty, are also being completely renovated. The project was originally supposed to start in 2012 and be completed in 2013, but apparently was delayed. An article describing the original plan was in the Skinker DeBaliviere Times, which can be found here:

WashU plans to have it open for move-ins in time for the next school year, that is this summer.
Looks like this is wrapping up. They put awnings on a few days ago.
Snarf's is opening a location here. I think it's in addition to the one in the Loop.
