Because the law requires it, and the people want to have a direct say. One of the biggest criticisms of the NFL proposal is that they side-stepped the public vote requirement by stretching the 'adjacent development clause.

I'm all for this project. I do kinda wish it looked a bit less like pretty much every other mixed-use apartment building proposed or built in the last 5-10 years, but the use and form factor is spot-on.

^Thanks for the pics. A gate agent over Christmas said they hoped to open by summer. Adding a Starbucks and new resturant. I think the skyclub is going by the current E31/33 gates (kind of behind the make shift bar they have now) in what is now storage. You can see the plans on the airports website...
