There are permits in the window and a crew is working on the first floor space.

What's up?
Hi - I'm Fred from Fred's Cheapo Depot featuring Smokes and Spirits. I used to be Fred from Dirt Cheap where I was the original employee and President. I am back to offer you all of your favorite vices at cheaper prices.
I treasure my relationship with all of you- my friends and customers and I want to stay in the business of pleasing and serving you. I have joined with some of my people from Dirt Cheap to open a new business - Fred's Cheapo Depot.
We have ditched the pesky chicken and the big company bureaucracy and left them behind. We have captured a retro feel for the good old days when people felt comfortable exercising their personal freedoms to Smoke and Drink responsibly. Please visit our stores as they open and watch for our new commercials and ads. I think we will save you money and provide a fun and fulfilling shopping experience. I hope to see you in our stores. Thank You for Everything.
Fred

If Randall's is unable to sell cold beer/wine due to not wanting "undesirables" hanging around, I can't imagine a CheapoDepot in this location would be able to.
If I'm not mistaken, Culinaria doesn't sell single bottles or tall boys that are cold.
