The NHP Foundation will start construction this month on a $23.4 million renovation of the St. Luke’s Plaza Apartments, located six blocks north of Forest Park.
“We’re going to renovate the exterior of the nine buildings, and replace all the windows with windows that reflect the historic nature of the property,” said Stark Wilson Duncan Project Manager Brian Czerw.
